Colin Yong Lee Tay is an accomplished director and principal with over 30 years of international experience in executive leadership, private equity, corporate finance, and infrastructure project management. He has led business growth, established strategic partnerships, and executed successful projects across North America, Asia (with a focus on China, Taiwan, Hong Kong, and Japan), and Latin America. His expertise spans investment management, commercial real estate,
hotels, manufacturing facilities, rail stations, solar power plants, and telecommunications infrastructure.
Mr. Tay has served on the boards of NASDAQ, Hong Kong Exchanges and Clearing Limited (HKEX) and Singapore Stock Exchange-listed (SGX) companies. He is a member of the Singapore Institute of Directors, committed to upholding governance excellence and strategic oversight.
Mr. Tay has served as a director and the Principal Responsible Officer for Boulevard Capital Partners Limited (BCPL) and its affiliates since 2016. BCPL and its affiliates provide investment and wholesale lending strategies for private equity funds and investment groups across North America, Taiwan, and Hong Kong. Under Mr. Tay’s direction, BCPL has executed more than $2 billion of asset-based lending transactions for mergers and acquisitions, and advised on investments and transactions in Asia, Europe, North America and the Middle East. From 2023 to 2024, Mr. Tay also served as managing director of GRP Limited, an SGX-listed company based on Singapore. SGX provided strategic advice to businesses in key Asian markets.
From 2000 to 2015, Mr. Tay was a director and responsible officer of Gulfstream Capital Partners Inc., COR Financial Group, Trussnet Capital Partners Ltd., and affiliates, including NASDAQ-listed Velatel Global Communications. During this period, Mr. Tay negotiated the acquisition of a 49% stake in Chinacomm CECT, a Chinese State Enterprise, securing $200 million and enhancing strategic market positioning, managed the acquisition of China Motion Telecommunications Limited, Hong Kong’s oldest MVNO licensee, and directed offshore investments and funding for solar power plant projects in Japan in collaboration with NEO Solar Power (Taiwan), among numerous other projects.
Previously, for more than 15 years, Mr. Tay was an executive in the United States and Asia for companies engaged in infrastructure and engineering projects. He received his university degree in engineering from Singapore Polytechnic. Mr. Tay is a Singapore citizen and resides in Taiwan.
